Add "Insert Hyperlink" button to Rich Text Control toolbar.

Example:

If button is clicked with no text selected, then preferably a popup window appears and a user can type their text on the top line and the URL on the bottom line, then click OK and this text will be inserted.

If text is already highlighted and the button is clicked, then this text will become a hyperlink, and the user can choose which URL it should go to, preferably with the same popup window as described above.
